克里米亞公投 選項都是入俄

（路透基輔11日電）烏克蘭克里米亞地區將於16日舉行公投，官方說這是讓克里米亞人有機會公平且自由地決定未來，但事實上，選票根本沒有向俄羅斯說不的選項，想「維持現狀」的克里米亞人無法表示意見。

克里米亞受到俄羅斯軍隊保護的親俄領導階層，本月稍早宣布，選民在16日的公投只能兩選項擇一。

根據克里米亞議會官網公布的公投票式樣，選票共有兩條問題，第1個問題是：「你是否贊成克里米亞回歸俄羅斯，成為俄羅斯聯邦的一部分？」，第2個問題則是：「你是否贊成恢復1992年克里米亞憲法，以及克里米亞是烏克蘭一部分？」

乍看之下，第2個問題似乎有望讓克里米亞不脫離烏克蘭，但事實上卻是為加入俄羅斯聯邦鋪路。

分析家表示，克里米亞親俄議會已言明希望入俄，第2個選項只是讓克里米亞重投俄羅斯懷抱之路稍微長一些。克里米亞沒有「維持現狀」的選擇，沒辦法選擇在留在烏克蘭的前提下享有自治。中央社（翻譯）
