標題[問題] 為什麼不規定外側車道是快車道？

如題 最近實在遇到太多龜車塞在內側車道 而且還是〝特地〞移到內側以時速 50~60km 開著 叭他依然無動於衷 現在開車，我都要調整心態 把外側車道當快車道、超車道 開起來反而神清氣爽、順多了！ 為何不乾脆把快車道移到外側、慢車道移到內側呢？ 難道...... 這是花蓮人獨特的開車習慣(小弟人在花蓮)？ --
