央行兩招 拓回流對岸管道

拓展人民幣回流管道，中央銀行擬雙管齊下。央行希望促成主管機關開放台灣金融機構直接貸款至大陸境內的台商，及運用大陸銀行間債券市場的投資額度，但須等服貿協議通過。

官員表示，如此一來，將有助台灣發展多樣化商品，維持人民幣離岸市場的健全發展。

央行指出，人民幣1,000億元的人民幣合格境外機構投資者（RQFII）額度，在服貿通過後便可上路，為重要的人民幣去化管道；另一則是爭取開放台灣金融機構，可直接貸款給大陸境內的台商，這與目前昆山試驗區的模式不同。

官員解釋，大陸開放昆山試驗區，台商在台灣母公司，可向台灣銀行業籌資、貸款，再轉貸給昆山子公司。央行外匯局副局長顏輝煌表示，央行鼓勵銀行積極研議如何使國內人民幣商品多樣化，並逐步將台商的人民幣貿易結算與資金調度移回台灣。
