狗感染禽流感 南韓出現首例

（中央社記者姜遠珍首爾14日專電）南韓忠清南道天安的1家農戶飼養的家犬發生感染禽流感的疫情。南韓保健防疫當局表示，鳥類將禽流感傳染給哺乳類，這種異種之間感染禽流感，在南韓尚屬首例。

南韓聯合新聞通訊社報導，據防疫當局透露，已於6日針對忠清南道天安豐世面龍井里1處飼養家禽類園區內3隻狗的飼料進行抗原檢查。

據報導，雖然11日獲得的檢查結果，並沒有發現禽流感抗原，但這3隻狗中的1隻卻呈現出H5型抗體的陽性反應。換句話說，呈現出抗體陽性反應的那隻狗，已對H5型抗原產生免疫反應。

報導指出，防疫當局表示，據過去經驗顯示，狗與狗之間並不傳染禽流感，由於此次異種間感染疫情尚屬首次，目前正審慎因應。1030314

行政院長江宜樺表示，行政部門已經拍板，決定將民國100年前關廠工人依約還款的金額，再度返還給當事人。根據勞動部統計，規模大約2億元，將由就業安定基金支付。

關廠工人返還借款案，台北高等行政法院日前宣判勞動部敗訴，勞動部除不再上訴、返還民國100年後收回款項，江宜樺日前也指示勞動部，研議是否返還民國100年前收回的款項。昨晚江宜樺再次聽取勞動部報告，確定返還，並由就業安定基金支付。

江宜樺上午在立法院受訪時表示，不論民國100年之前、之後還款的工人，政府都一視同仁，採取同樣原則處理。民國100年前已還款的工人，是配合政府政策在當時就已返還，政府不能傷害守法民眾，更不能讓民眾感受到政府作為有差別待遇。

馬爾他總理慕斯凱特（Joseph Muscat）表示，利比亞總理柴丹（Ali Zeidan）11日遭國會罷黜後不久，即搭機出亡歐洲，他搭乘的飛機在馬爾他短暫停留，以補充燃料。

慕斯凱特受訪時表示：「這架飛機在馬爾他停留兩個小時補充燃料，然後飛往另一個歐洲國家。」他未證實這架飛機的終點。

利比亞首席檢察官11日晚以涉嫌侵吞公款為由，對柴丹強制實施旅行禁令。

柴丹11日遭國會罷黜，因為一艘從叛軍控制下港口滿載原油駛出的油輪，突破了海軍的封鎖逃到海上。此事凸顯中央政府的弱勢。

利比亞國民議會議員說，全數194名議員中有124人贊成這項不信任案，較通過提案所須多數超出4票。

國民議會發表聲明說，柴丹的總理遺缺暫時由國防部長薩尼（Abdullah al-Thani）代理。薩尼已宣誓就任看守總理，直到正式總理在2周內選出為止。
