總統馬英九14日向美國環保署長麥卡錫說明台北市推動垃圾費隨袋徵收，帶動垃圾減量及資源回收，讓麥卡錫感到折服。

馬總統透過臉書（facebook）表示，麥卡錫（GinaMcCarthy）是14年來第一次有美國閣員級官員訪華，他用一個小故事，向麥卡錫說明台北市如何在2000年開始，以垃圾費隨袋徵收帶動垃圾減量及資源回收的全民運動。

總統說，2007年，美國華盛頓郵報刊載一篇「我在台北學到的『垃圾功課』」（What I Picked up aboutTrash in Taipei）的讀者投書，曾來台灣留學的茱莉亞．羅絲（Julia Ross）寫到，來台灣後學到的第一件事是如何「倒垃圾」。

文章寫到，首先到便利商店買專用垃圾袋，裝入垃圾，然後到巷口跟左鄰右舍一起等候播放「少女的祈禱」這首曲子的垃圾車，大家把袋子丟進車斗內、把廚餘倒進車邊的桶中，不到30秒就完成。在台北街頭，因此看不到垃圾，而資源回收也越來越多。

總統表示，聽完這個小故事後，麥卡錫說在美國也僅有少數社區能做到「垃圾不落地」與「垃圾費隨袋徵收」，對於中華民國的市民能夠遵守這樣的先進措施，感到折服。

馬總統說，「我們在垃圾減量的成就，凸顯出大家同舟共濟、展現公民責任的正面意涵」；同樣的，身為地球村的一員，面對氣候變遷帶來極端災害的共同挑戰，縱使中華民國非聯合國氣候變化綱要公約與京都議定書等國際公約締約國，仍然依據這些國際公約向國際社會做出分年減碳的具體承諾，努力實踐。

他指出，台灣排碳量從2007年276百萬噸，減為2011年的264百萬噸，占世界總量，從接近1%、降為0.84%；5年來，能源使用效率每年成長2%以上，幾乎年年都有進步。

馬總統說，希望透過這次台美合作的升級，讓中華民國在區域、甚至是全球，繼續扮演更重要的角色。

國台辦發言人范麗青上午在例行記者會上指出，「台獨」勢力借兩岸協定監督之名，企圖將「兩國論」和「一邊一國」的「台獨」主張塞入法條，達到其破壞兩岸協商和兩岸關係和平發展的目的。她要重申，我們反對「台獨」的立場是堅定不移的。兩岸同胞都不會允許「台獨」勢力以任何方式開歷史倒車，將兩岸關係拉回到緊張動盪的老路上去，損害兩岸同胞的利益。

范麗青是在回答有關目前我立法院正在將兩岸協商監督法制化，是否影響兩岸未來商簽協議時，做以上表示，她說，2008 年以來，兩岸恢復協商並已經達成了21項協定和多項共識，這些協定和共識為兩岸同胞帶來了實實在在的利益，也受到兩岸主流民意的支援和國際社會的歡迎。兩岸平等協商的正常進程不應該受到干擾和阻礙。

對於陸委會主委王郁琦表示，可先通過服貿協議，再循協議中第8條的緊急磋商機制，再進行磋商，范麗青則說，兩岸協商中沒有已簽協定重新談判的先例，兩會授權協商所達成協議的權威性應得到維護。

至於反服貿事件是否影響租稅、貨貿協議的協商與簽署，她則表示，我們不希望兩岸協商包括貨貿協定在內的ECFA的後續協商受到影響。
