眾多德國人盼退休後移居國外

（中央社記者林琳柏林2014年4月23日專電）德國退休保險公司指出，領取退休金的德國人目前約有22萬人旅居國外。雖然不少德國人希望退休後能到國外定居，可是一些現實因素也讓他們了解國外居並不易。

退休後移居國外的德國人多定居在美國、瑞士和奧地利，也有人選擇移居西班牙、土耳其和義大利。

德國聯邦統計局資料顯示，每年從海外回國定居的德國人大約有13萬人，其中1/10是退休人士。

移居海外的退休人士會返鄉，可能因為處理稅務問題太繁複，也可能是醫療照護的問題不如預期。

一些高齡德國人選擇在冬季移居到溫暖的南方，例如南歐或是南美洲國家。這些在海外有置產卻根留德國的候鳥族在德國仍有戶籍，所以在處理退休金、稅務和保險方面的事務都相對單純。

新竹市一個祭祀公業93年間在公業土地興建宗祠，當時的管理委員會主委與具管理委員身分的建商簽訂合建契約，犧牲祭祀公業建築容積權益，祠堂1樓原規劃4個店面竟變成4個停車位，新竹地院昨天依背信罪將當時的主委與建商分判2年、1年10個月徒刑。

祠堂位在車水馬龍的新竹市區，地段精華，祠堂樓高3層，一旁合建的商辦大樓高9層，有宗親憂心「不利風水」。

祭祀公業幹部提到，派下員大會決議與建商合建，地主分六分之四，建商分六分之二，祭祀公業要求有4個店面，沒想到最後變4個停車位。

被指控的前主委表示，當時所有委員認為土地交給這名具委員身分的建商來做最適合，店鋪規劃為停車位是為符合獎勵停車位政策，拿到後會變更做店鋪使用，「大家都在違規使用」。

建商則指出，相關資料有給管理委員看，分割完成後，以一個建號分別蓋宗祠和大樓，因為這樣大樓可蓋高一點，「我覺得我沒有錯」。

法官認為，被控的前主委與建商違背委託，使祭祀公業財產受莫大損失，前主委當時已持續侵吞祭祀公業公款，又與建商挪用祭祀公業不動產，素行不佳。

今天(23日)公布的一項調查報告顯示，中國大陸4月份工廠活動萎縮幅度較為緩和。
這項報告係針對大型製造業所做，可能顯示身為全球第二大經濟體的中國大陸，景氣放緩的腳步漸慢。
匯豐商業銀行(HSBC)今天公布中國大陸4月採購經理人指數(PMI)初估值，從3月份的48.0微升至48.3。
PMI滿分為100，超過50表示經濟擴張。這項PMI是依據對420家工廠的訪查，回報率約85%至90%
報告顯示，海外出口市場客戶的新訂單繼上月增加後，本月略有減少跡象。
本月稍早，中國大陸表示首季經濟成長放緩至7.4%，與2012年末的微幅萎縮相似，皆是2008至2009年全球金融危機以來的最低點。
