「很多人騎自行車，但卻很少有人教自行車教育。」交通局長王聲威說，台灣學自行車多是「土法煉鋼」，會騎就上路，卻把自己當行人，不只「騎上騎樓」、「不禮讓行人」等，還任意闖紅燈，想騎哪就騎哪，應該要重視和教育自行車禮儀、正確的騎乘方法。

因此，今年9月開學後，教育局在螢橋、木柵、濱江、至善、東湖、民生、永吉、龍門、弘道、萬華、忠孝、實踐共12所國中開辦單車社，每校補助5萬元購買單車和設備。交通局前天請台北市區監理所講師授課，培訓這些國中老師為種子教師。

課程有交通案例、自行車法規、禮儀、路權認知、路線規劃和自行車維修等，另有模擬考照試騎，路線為直線、S型彎道。

受訓的萬華國中老師蔣明錦說，平常就騎自行車，上課後不只學習如何安全騎車，還有簡單的自行車維修如補胎等，很實用。濱江國中老師陳宥安則說，模擬考照的路較窄，有點難度。

交通局交通安全科長陳冠龍也是單車一族。他說，自行車認證靈感來自有「自行車王國」之稱的荷蘭。荷蘭國小畢業生接受自行車訓練後，必須經過6公里的道路騎乘，拿到證照才能上路。台灣沒有單車證照，但仍鼓勵學生通過認證，將規畫筆試、路考，合格者發給證書。

阿爾及利亞外交部30日宣布，兩名在馬利北部被綁架的阿國外交人員獲釋。

新華社報導，阿爾及利亞外交部發布聲明，2012年在馬利被綁架的兩名外交人員已經獲釋，但外交部未說明具體時間地點。聲明中說，阿爾及利亞並未向綁架組織交付贖金，因為這不符合阿爾及利亞打擊恐怖活動的立場。

2012年4月5日，阿爾及利亞駐馬利北部加奧地區的副總領事和其他6名外交人員，被「西非聖戰統一運動」武裝人員綁架。2012年7月，該組織釋放了3名被綁架人員。有消息指出，副總領事和另一名外交人員在被扣押期間死亡。

數字科技事件激起網路世界與既有法令的衝突，政委蔡玉玲先前已陸續和各單位討論，規劃虛擬世界法規調適方案，包括線上勞動、醫療、教育等議題，都將全面體檢，網路公司有望全面受惠。

業界表示，網路產業牽涉範圍廣泛，幾乎所有生活行業都可用網路思維重新創造新商機，但發展邏輯往往跟傳統不同，政府若不針對大趨勢的改變，重新檢視法令架構，網路公司容易陷入「主管機關不明」、「法令灰色地帶」等困境，阻礙創新。

經常浮上檯面議題如群眾募資平台遇到的勸募法規問題、內容服務常見的著作權問題、網路詐騙平台責任、團購券規範等，都需要更多法規討論，網路產業自學運後能見度大增，有助相關議題推廣。

在網路產業發展多年的潮網科技台灣區總經理駱呈義表示，今年太陽花學運可說是傳統產業界、政界感受到「網路力量」的分水嶺，外界發現網路傳播的強大威力、也看見相關人才的能力，對網路公司關注度大增。業界表示，今年第1季來，硬體或傳統產業公司接觸網路小公司的態度，明顯比過往積極，部分有發展潛力公司在學運後，籌資難度大幅減低，傳統產業大老也更積極理解網路世界、電子商務世界的運作。

家裡的人買了ASUS Zenfone 5 ，在使用這個手機的第四天發現前面的LED﹝手電筒和閃光燈的部分﹞是壞掉，無法發亮的...隔天拿去給門市鑑定，為了確定再還沒拿到手機的時候，手機本身就有問題了，在門市的鑑定下返回原廠設定之後，問題依舊沒有解決，而他們門市也認為是手機本身機子的問題，但是他們卻說手機要送回去原廠鑑定，確定！這LED問題是不是人為造成的，因為我們這邊沒有貨，所以也沒辦法換，手機部份送回去最少七天才有結果..

想問一下手機有七天的適用期嗎？如果有七天適用期還需要送去原廠鑑定嗎？不用送去原廠維修的話那是不是當場要換一支新的手機？
