太陽花學運引發各界「要經濟發展、還是要社會正義」的討論，對此科技部長張善政直言「貧賤夫妻百事哀」。

今日出刊的《聯合報》報導，張善政指出，當經濟不好，政府就沒有稅收，便無法照顧弱勢，經濟發展、社會正義必須同步進行。

張善政表示，太陽花學運期間，外界要求政府要照顧弱勢產業、族群，不該只圖利財團、經濟掛帥。張善政：「這種說法半對半錯」、「沒有稅收，還說要照顧社會正義，我覺得那都是假的。」

《店頭市場》文創產業起飛，櫃買座談會人氣夯

【時報記者張漢綺台北報導】櫃檯買賣中心與臺灣中小企業銀行共同舉辦「文創青年圓夢計畫座談會」共吸引超過60家以上文創業者，超過80人與會。

櫃買中心創設之「創櫃板」已於103年1月3日正式啟用，截至103年5月16日止，累計已有40家公司申請登錄創櫃板，其中屬文化創意產業者計有8家，而該等公司中包含方進化創意整合(文創商品設計)、宇萌數位科技(擴增實境科技行銷)及旗津窯文化藝術(瓷器藝品設計)等3家與文化創意有關聯之公司企業已正式登錄創櫃板，顯示創櫃板對扶持相關業者之成長茁壯，確實有所助益。

為有效協助文創青年發展出具台灣特色及有能力跨足國際市場的文創產業，拓展台灣文創軟實力，於103年5月19日與臺灣中小企業銀行共同主辦「文創青年圓夢計畫座談會」，共吸引超過60家以上文創業者，超過80人與會，現場參與情形十分熱烈。本次活動首先由櫃買中心及臺灣中小企業銀行代表分別就「微型及中小企業發展的新契機－創櫃板」及「輔導企業取得銀行融資」等二大議題進行說明，並邀請到文化部、中華民國創業投資商業同業公會、臺灣文創發展基金會及宇萌數位科技股份有限公司等產官學界代表與會，就活動主題「文創青年圓夢計畫」進行座談。會中除由櫃買中心及臺灣中小企業銀行說明如何結合資本市場及金融體系之力量，有效協助文創產業發展外，並藉由產官學界代表之座談交流，分析探討台灣文創產業現況與所面臨的問題，並就如何有效協助文創青年及文創企業圓夢，提出相關建言。

櫃買中心表示，櫃買中心一直以「經濟活力的推手、創新企業的搖籃」自我期許，同時基於社會使命感，積極扶植我國微型及小型創新企業之發展。就文創產業發展而言，台灣近期逐步邁向以消費文化為主要潮流，且在原有製造業優勢不再的前提下，文創產業成為台灣提升國際競爭力的重點推動產業之一，但由於台灣文創業者大多規模較小，常面臨人才招募不易與資金籌措不足等問題，致其發展陷入困境，而櫃買中心創設之「創櫃板」提供「籌資」與「輔導」機制，恰能協助解決其籌資問題，並適度提升公司知名度以利於招募優秀人才，且降低改善公司營運與完善制度建置上之成本負擔。

由於台灣因為具備高度人文素養及充沛的自由創作能量，發展文化創意產業潛力無窮，但目前還有賴充足的資金、健全的制度及優秀的人才來協助眾多台灣文創企業，因此櫃買中心將持續與文化部及文創相關單位合作，利用櫃買中心的多層次市場推動更多優質文創企業發展，以建構出台灣的下一個明星產業。

總統馬英九今天說，勞動部去年推動「明師高徒計畫」，一位24歲原住民青年馬浩然參加這項計畫，為創業鋪路。

總統說，從去年10月至今，政府幫助了250多位「馬浩然們」學水電、木工等，增加就業競爭力。

馬總統就職6週年，上午移師台中中國醫藥大學舉辦活動，並以「傾聽青年心聲，實現世代正義」為題發表演說、舉行記者會，並和中國醫藥大學學生座談，面對面接受學生提問。
