工研院產業學院執行長 羅達賢出任

（中央社記者張建中新竹2014年7月1日電）工研院今天舉行產業學院新任執行長布達典禮，由羅達賢接任產業學院執行長。

工業技術研究院董事長蔡清彥表示，產業學院不僅要幫工研院培訓人才，也要由工研院內的專業人才幫助產業界培訓人才。

羅達賢服務於工研院長達36年，工研院院長徐爵民說，羅達賢有如工研院的活字典，除協助工研院內跨單位協調，對產業界也有深入了解，了解產業界對人才的需求。

羅達賢表示，人才相當重要，工研院同時有促進產業發展的使命，產業學院未來將培育雲端及物聯網等前瞻性人才。

另外，因應全球教育方法改變，羅達賢指出，產業學院未來也將尋求國際合作機會，並將請來具實務經驗的產業大老授課。

大膽島移交金門 江宜樺登島 明年開放觀光

素有「前線中的前線」之稱的大膽島以及二膽島今日舉行交接儀式，在行政院長江宜樺見證下，由金門防衛部將部分管轄區交給金門縣政府，以規劃未來開放觀光之建設。江宜樺表示，由於大膽島距離廈門僅有4250公尺，但卻和金門本島相隔1.1萬公尺之遠，是過去十分重要的戰略地點，而隨著時代變遷，將具有歷史意義的大膽島與二膽島開放觀光，除了是善用歷史文化資產外，也是兩岸和平象徵的一種表現。

目前大、二膽島上，已經規劃出34個歷史保留景點，包括蔣經國先生題字的「大膽挑大擔，島孤人不孤」，以及「三民主義統一中國」心戰牆，甚至還有一口神井，傳聞是鄭成功插劍留下的痕跡等等，都將列入參訪景點。以往大、二膽島僅有駐軍能夠前往，但在開放觀光後，預估明年7月將可以優先開放退休軍人、公家機關等機構申請參訪。至於其他想參訪的民眾，則需要等到106年，才會研議日後擴大開放範圍及對象。

此外江宜樺強調，雖然開放觀光，不過國軍並不會從金門或大、二膽島撤軍，而是在維持最有效兵力情況下，發展觀光產業。目前軍方正逐步將大、二膽島兩地的部分管轄權交給金門縣政府，以利未來開放觀光的建設與維護等。江宜樺也期盼，能將這個具有重大歷史意義的地區，能夠讓一般民眾了解、共享。

金門防衛指揮部指揮官潘家宇也表示，許多政府單位都對此表達出高度重視，並且許多官員多次前往大、二膽島實地勘查、了解現況；就國軍的立場來說，大、二膽島的開放，除了是72公頃土地、471座碉堡跟建築物，和34處文化景點的交接，也是歷史文化、觀光的再利用。

他說，他不會選基隆市長，市長人選是誰固然很重要，但完成基北合併，比誰當市長更重要，若理念能實現，「成功不必在我」。他只是提出一個公共政策討論的議題，希望可以成為合併議題發酵的起點。

他說目前不會參選的想法很確定，因為黃景泰涉弊後，讓他重新思考，制度會比人來的重要。

國民黨今天下午中山會報，討論新北市長提名作業最新進度。據指出，會中確認僅現任新北市長朱立倫一人領表，並確認下一階段提名作業程序，將於七月六、七日辦理登記。

國民黨人士指出，如今幾可確定將只有朱立倫一人領表、登記，因不必再辦理下一階段的參選人協調或初選作業，將可望加速相關提名作業，最快於月中完成、不必等到月底才能確定提名人選。
