2014年德國超級盃，上賽季雙冠王拜仁慕名以0：2輸給德國盃亞軍多特蒙德，多特蒙德連續第二年奪冠，6次奪冠超越5次奪冠的拜仁。

主場作戰的多特蒙德顯得更加興奮，球隊製造了不少的機會。上半場比賽，姆希塔揚（Henrikh Mkhitaryan）的進球首開紀錄，下半場，奧巴梅揚（Pierre-Emerick Aubameyang）的頭球破門鎖定勝局。拜仁大將馬丁內斯（Javi Martinez）因傷被換下，最終多特蒙德主場2：0擊敗拜仁慕尼克。

多特超越拜仁：繼1989、1995、1996、2008、2013年之後，多特蒙德第六次奪取德國超級盃，也因此超越5次奪冠的拜仁，成為德國超級杯歷史上奪冠次數最多的球隊。

拜仁主帥瓜迪奧拉（Pep Guardiola）演練了幾周的343體系，在今天面對多特蒙德時再度遭受重創，比賽前1個小時，拜仁空有56%的控球率，但射門次數只有3次，多特蒙德則有整整18次！拜仁輸球並不冤，343嘗試並不成功。

賽後瓜迪奧拉表示：「我們的夏季備戰因為世界盃的原因而受到困擾，但我相信一切都會在德甲開戰前好起來的。」

建功的奧巴梅楊說：「我為何戴上蜘蛛俠的面具？因為我兒子今天生日，他喜歡蜘蛛俠！」

缺電風暴 台電：環保須代價

（圖／中央社）（圖／中央社）台灣即將面臨缺電、高電價時代的來臨，發展多元能源的方案眾多。台電董事長黃重球表示，環保需要付出一定的代價，且任何的能源方案都必須考量電價上漲的接受度，全民都需要好好思考。

黃重球今天近午出席一場「電力供需與產業發展」綜合座談，在會中發表上述看法。與會者還包括台灣機械公會理事長徐秀滄、台灣科學工業園區公會副理事長李金恭、淡江大學經濟系教授廖惠珠，座談由中華經濟研究院董事長梁啟源主持。

黃重球說，2003年起台灣就變成電力供應小於經濟成長率，電力是否足夠，與電網的穩定度、電源夠不夠有關，前者目前問題不大，但後者卻容易被外界輕忽。

黃重球舉例，外界誤解台電的備用能量是電力閒置，但電力閒置有其必要性。台灣的天然氣管多在外海，遇到颱風就必須靠船運送，太陽能與風力發電等也都有氣候變化影響穩定度，這些都需要靠電力的安全存量因應。

他還說，日本用天然氣取代核能，結果造成電價上漲，且再生能源屬於間歇性、電網較不穩，不利科學園區的需求。此外，核四封存之後，台灣明年開始面臨供電吃緊，到了2019年問題會突出。

台灣到底適合用什麼能源，黃重球認為，大家各有喜好，但需要整體性考量，全民也都需要思考最後電價的接受度。此外，環保需要付出一定代價，用戶要做到省電，就必須改變生活習慣。

製造業提出對缺電將衝擊經濟發展的憂心。李金恭就說，半導體是台灣的兆元產業，最需要電力穩定，否則若是停電、跳電，生產線上的產品恐怕全部報廢。台灣經濟發展與能源問題如何平衡，需要長遠思考。

徐秀滄指出，機械業是台灣唯一沒有大量外移的產業，攸關民生、半導體產業的發展。核四封存，讓機械業錯愕，未來3座核電廠屆齡退役之後，台灣電力供應怎麼辦？

廖惠珠最後提出建言，美國加州正在推動脫鉤的能源政策，只要用戶做到省電，政府就讓電廠調漲電價，這樣創造三贏，用戶省下電費，電廠無需再花錢蓋新電廠，政府的稅收也沒有減少。

廖惠珠說，這個策略奏效，加州每人的用電量已較美國其它地方減少3分之1，台灣可以參考。

中國時報【楊舒媚╱台北報導】

太陽花學運引發的「路過」式集會遊行，很可能在法律上有進一步寬鬆的空間。行政院會今將討論《集會遊行法》修正草案，將新法依照大法官解釋，對偶發性集會遊行鬆綁，無須事先申請許可或報備；不過，緊急性集會遊行，則須報備。

大法官會議今年3月做出第718號解釋文，宣告「緊急及偶發性集會」，採許可制為違憲，相關條文將於明年1月1日起失效。

新《集遊法》修正草案規定，如集會遊行是因特殊原因，未經召集而自發聚集，且事實上無發起人或負責人的集會遊行，屬於偶發性集會遊行，不須事先報備或申請；如果集會遊行是因事起倉促，不即刻舉行無法達到目的，就屬於緊急性集會遊行，但考量緊急性集會遊行時可能會佔據車道，有危險之虞，則須事先報備。
